Texas LSV & Boat Registration Guide
This is an in-depth guide to Texas Low-Speed Vehicle (LSV) and Boat Registration Laws. We created this guide to help you understand Texas’s registration requirements for vehicles that operate on both land and water.
WaterCar reports existing owners in Texas. Individual vehicle registration and permitted roads depend on the applicable requirements.
Street-legal registration and operating rules for low-speed vehicles vary by state and local jurisdiction and may change. This information is general guidance only. Confirm current requirements with your state DMV and local authorities before registering or operating your WaterCar on public roads.
Can eligible NEVs use Texas roads? Texas permits qualifying neighborhood electric vehicles on roads posted at 45 mph or less, subject to state and local restrictions. That is a road speed-limit threshold, not permission to increase a federally classified LSV beyond its 25 mph maximum attainable speed.
Start with the intended use. For the general public-road NEV pathway, Texas requires title, registration and financial responsibility. Section 551.304 provides limited-operation exceptions; it is not general road permission. Motorized vessels used on Texas public water have separate TPWD registration requirements. Local permits and restrictions can also apply.
General Federal Law for Low-Speed Vehicles:
A federal LSV has four wheels, an attainable speed in one mile of more than 20 mph but not more than 25 mph on a paved, level surface, and a manufacturer-rated GVWR of less than 3,000 pounds. GVWR is rated loaded weight, not a scale reading.
Equipment, rear visibility, applicable sound requirements and certification must be considered together. State NEV terminology and golf-cart permissions do not replace federal manufacturing requirements. See our Federal LSV Fundamentals for the definition and official standards.
Boat registration in Texas
Texas Parks and Wildlife requires current registration for motorized vessels used on Texas public water, including when docked, moored or stored. Texas boat registration is valid for two years. Title and registration are different documents; the two-year term applies to registration.
See TPWD registration requirements and exemptions. Federal vessel requirements and state boating rules must also be checked for the particular vessel and use.
What if my vehicle is both an LSV and a boat?
For a vehicle intended for both public-road and water use, check the road and vessel processes separately. Acceptance in one system does not establish eligibility in the other. Texas also titles most internal-combustion outboard motors separately. Confirm the documents and identifiers for the actual vehicle, hull and engine before submitting applications.
Texas LSV & Boat Registration Laws
Guidelines for LSV (Low-Speed Vehicle) Registration:
TxDMV describes a title and registration pathway for qualifying NEVs through the county tax assessor-collector. Its checklist includes a manufacturer’s certificate of origin or other ownership evidence, Form 130-U and proof of insurance. The registration manual requires an NEV MCO statement that the vehicle meets FMVSS 500; the vehicle’s certification and identity must support its classification.

Guidelines for Boat / Vessel Registration:
TPWD handles vessel title and registration, with participating county tax offices also providing services. New vessel and applicable outboard title applications require the manufacturer’s statement of origin, bill of sale and applicable applications. TPWD instructs owners to apply for title within 45 days of purchase. Used purchases require the appropriate assigned title documents.
A separate title is generally required for an internal-combustion outboard motor. TPWD lists an exception for motors at least 40 years old and no more than 25 horsepower. See TPWD vessel and outboard title requirements.

Although this guide gives a thorough approach to LSV and boat registration laws in your state, it is recommended that you perform the research on your own and reach out to your local municipality, DMV, and marine agency. Laws and fees change, and local jurisdictions may have additional requirements.
State-specific details
Road access
Texas Transportation Code 551.303 allows qualifying neighborhood electric vehicles on roads posted at 45 mph or less, with intersection crossings of faster roads. Local authorities and TxDOT may prohibit use for safety. The statute's operating ceiling is the lower of 35 mph or the posted limit; it does not authorize modifying a federally classified LSV beyond its certified capability. Separate limited-use provisions also exist.
Registration and golf-cart distinctions
TxDMV's NEV process calls for an ownership document, Form 130-U and proof of insurance through the county tax office. Golf carts use a different process: TxDMV does not title or register them, although a golf-cart plate may be required for authorized road use. Confirm the actual category on your vehicle documents.
Watercraft and outboard paperwork
Texas Parks and Wildlife generally requires titles for motorized vessels and internal-combustion outboards, subject to listed exceptions. A new purchase generally needs the application, bill of sale and manufacturer's statement of origin. Check both the vessel and outboard documentation, and the 45-day title application deadline. Road and watercraft paperwork are separate.
Local routes and remaining checks
No individual road-to-launch route has been approved or verified in this guide. Check city and county prohibitions, crossings and launch access for your intended trip. The Galveston note below is a local permit example, not statewide permission or a finding that a particular WaterCar qualifies.
Registration fees, inspection verification and weight records
TxDMV excludes NEVs from the additional electric-vehicle registration fee. Other title, registration and county charges still apply. See TxDMV registration fees.
The August 2026 registration manual, section 12.2, exempts NEVs from state inspection verification. This does not cancel a city’s separate permit inspection or establish an emissions exemption for an installed marine engine.
The manual registers NEVs as passenger vehicles or trucks based on their design. Its commercial-vehicle chapter has specific weight-certificate requirements, including some missing-weight or cab-and-chassis cases. This is not a blanket requirement to weigh every LSV. Confirm the assigned registration classification and ownership documents with the county before assuming a certificate is or is not needed.
Boat and outboard fees
TPWD lists two-year registration of $53 for vessels 16 feet to less than 26 feet long, and a standard original title fee of $27 for a vessel and $27 for an outboard motor. These are selected fees, not a complete transaction quote. Length, transaction type, taxes and other charges matter. See the official TPWD fee schedule.
Galveston: local permits and inspections
The ordinance linked from Galveston’s current permit page expressly includes NEVs in its local golf-cart rules. It requires a city permit and an inspection certificate from an approved site. The posted annual fees are $25 for private owners and $150 for commercial owners. State registration does not replace this local process.
These are existing requirements, not a new October 2026 rule. Review the city’s current application guidance and its June 2021 ordinance, sections 34-202 and 34-205. Confirm classification and the exact permitted route with the city before use; this note does not approve a particular WaterCar.
Verified additions checked October 15, 2026: Texas NEV paperwork, fees and inspection guidance; vessel and outboard requirements; and Galveston’s posted permit materials. Local coverage is not exhaustive. Individual vehicle eligibility, dual-mode emissions, road-to-launch routes and transaction-specific tax treatment remain separate checks. No new October 15 law is announced here.
